Hilda Rosario Escher

Ms. Hilda Rosario Escher, President and CEO of the Ibero-American Action League brings 25 years of experience in the human services sector. She brings the perspective of a minority woman with an innovative approach.

As President and CEO, she is the voice of the Rochester Hispanic Community. Ms. Escher focuses her efforts on strategic planning, developing leaders in her organization, and being an agent of change and innovation. Since 1968, the Ibero-American Action League has taken a leading role in nurturing partnerships, services, and advocacy among the community to meet the needs of Latinos in the Rochester area.

Ms. Escher has an extensive background in human services including: developmental disabilities, foster care, adoption, day care, and employment and training services. She has increased services substantially for the developmentally disabled in the inner city of Rochester. Ms. Escher was able to grow this division to 5 million dollars by focusing on infrastructure improvement. While in the foster care program, she was able to decrease the child’s length of stay, and implemented the model approach to Partnership in Parenting training for foster parents.

Ms. Escher was born and raised in Vega Baja, Puerto Rico and currently resides in Rochester, NY. She is a wife and proud mother of two children. When she has spare time, she enjoys dancing, reading, volunteering, and learning about different cultures. Ms. Escher is the former President of the Rochester Psychiatric Center Board. She also sits in the Executive Committee for the Council of Agency Executives, University of Rochester Center for Community Health and is a member of the Provider Council. She is the former Chair of Coordinated Care Services Board of Directors.

Ms. Escher attended the University of Puerto Rico in Rio Piedras where she obtained a degree in Sociology, Education, and Social Work. She also completed the Non-Profit Leadership Program at Roberts Wesleyan College.
